Abstract
⺠We study the diffusion of an empowerment strategy within the Cuban Aedes aegypti control program. ⺠We apply diffusion of innovation theory to analyze the process. ⺠Type and critical timing of innovation knowledge needed by stakeholders vary. ⺠Principles and how-to-knowledge are crucial at early stages of innovation diffusion. ⺠Principles and how-to-knowledge help commit decision-makers to organizational change.
