Abstract
⺠Incomplete risk adjustment incentivises the Israeli managed care organizations to perform implicit risk selection. ⺠We expect a lively (little) competition and high (low) availability of services in healthier (sicker)-than-average towns. ⺠The empirical analysis strongly confirms the expectations. ⺠This is clearly a regulation (risk adjustment) failure.
