Abstract
⺠Qualitative study on implementing the Basic Package of Health Services (BPHS) in Liberia, conducted July-October 2010. ⺠Sexual and reproductive health services used as a tracer and Lipsky's work as a theoretical framework. ⺠Limited understanding of the BPHS by health workers contributed to negative perceptions towards it. ⺠Differences in perceptions by health workers and policy makers imply communication gaps may undermine BPHS implementation. ⺠The findings can be used to help realise more fully the potential benefits offered by the BPHS in Liberia.
