Abstract
⺠We study the wind wave spectrum using a particle picture. ⺠There is a maximum particle number in a quantum state for wind waves. ⺠We prove the similarity law and spectral form in the high frequency range. ⺠The spectrum is saturated when particle number reaches the upper limit. ⺠We explain frequency downshifting in a particle picture.
