Abstract
⺠The paper discusses how democracy and state capacity interact in affecting economic growth. ⺠Democracy has a positive effect on growth in Sub-Saharan Africa. ⺠The effect of democracy on growth increases when state capacity is reduced. ⺠Democracy enhances growth in weak-capacity states. ⺠State capacity enhances growth only in dictatorships.
