Abstract
A comparison of the natural gas system costs that end-use efficiency measures avoid. The gray bars show the current method that many New England states use to estimate these benefits (e.g., 2013 AESC). The colored bars show our results. Note: the 2013 AESC report discounts future benefits a 1.36% annually. To be consistent with the 2013 AESC report, in this figure we report results based on a recalculation of our capacity values using a 1.36% annual discount rate instead of our 4% base-case discount rate.146
