Abstract
⺠Electricity deregulation has had a weak negative effect on public energy R&D on alternatives to fossil fuels. ⺠Decreasing important of heavy industry has had a strong negative effect on public energy R&D on alternatives to fossil fuels. ⺠Addressing the negative effect of deregulation is easier than addressing the negative effect of deindustrialization.
