Abstract
⺠We analyze characteristics that determine the performance of water governance systems. ⺠An innovative methodology for a generic but contextual diagnostic approach is presented. ⺠The importance of polycentric systems and uncertainty management is highlighted. ⺠We recommend steps to foster scientific progress and policy implementation.
