Abstract
⺠A framework is proposed using different forms of capital and an intervention model. ⺠Different forms of capital are stocks that can be transformed by social choices. ⺠Evaluating the mix of capitals enables adaptation to need. ⺠Natural and rural sustainability depend on evaluation, integrated governance and stewardship.
