Abstract
► Groundwater extractions generate environmental externalities in linked ecosystems. ► We test the effectiveness of policy intervention, with taxes and quotas, in groundwater. ► We introduce a package of policies that are triggered sequentially. ► The sequential package of policies obtains higher private profits and social welfare.
