Abstract
⺠Decision units rarely operate in homogeneous environments. ⺠The influence of exogenous variables on watershed environmental impacts is examined. ⺠A four-stage procedure is used to adjust impacts for exogenous variables. ⺠The results characterize the relative opportunity to improve the watershed. ⺠This approach can help focus resources where they might have the greatest impact.
