Abstract
► We examined predictors of outcomes of 489 Forest Service NEPA processes. ► The best predictors of better outcomes were team harmony and team leader empowerment. ► Intra-agency relationships are critical to team functioning and process outcomes. ► Genuine respect for public input was also predictive of better outcomes.
