Abstract
⺠We show a framework theory for accessibility, social exclusion and public transport. ⺠Specific indices to define public transport social needs and provision are drawn up. ⺠The created indices are according to the social and urban characteristics of Colombia. ⺠The two indices are related to express the spatial gap between need and supply. ⺠Disparities between publically managed transport and social requirements are shown.
