Abstract
⺠Large-scale transitions towards low-carbon transport systems form a new challenge. ⺠To understand this challenge, the paper introduces a new multi-level perspective into transport studies. ⺠The perspective is illustrated with an application to the auto-mobility system in the United Kingdom and the Netherlands.
