Modeling packaging waste policy instruments and recycling in the MENA region

► The lack of financial mechanisms in the collection of packaging waste represents a major obstacle to recycling for the MENA region. ► We propose a model of collecting packaging waste where producers, the government and consumers share in the responsibility for collection. ► Our model recognizes the development of national systems for collecting and managing waste packaging, such as ECOLEF in Tunisia. ► Policy instruments in the MENA region should motivate and lead consumers to return used packaging.
