Abstract
In the present paper, an iterative procedure using the concept of chaos theory based on dynamic risk definition and dynamic damage severity network has been proposed to determine the best route for transporting vital substances of fuel. In the case of an emergency situation, target is to satisfy local/national authorities to minimize risk and travel time simultaneously, when road network has been partly affected by natural disasters. A real road network consisting 89 nodes and 103 two-way edges in addition to pre-specified affected area has been utilized for validation through due analytical process. Results revealed that the main factor should be used further to choose the right origin to support the affected nodes, vastly depend on the edges, connecting to the other parts of the network. Sensitivity analysis also shows that although chaotic variables of damage severities would depend on the initial conditions, but using an iterative procedure can help decision makers to select a most probable path when they do not have access to clear information on how much severity may be allocated to the affected links.
