Abstract
- We examined the governance and use of the Dominican fishery of Manzanillo.
- Manzanillan fishers report declines in their fishery and shifts in fishing locations.
- The local fishers mostly blame Haitian fishers and a lack of governmental support.
- We interpret these results from the perspective of common-pool resource theory.
- Further work will need to engage with Haitian fishers to understand their perspective.
