Abstract
- A qualitative study was conducted to compare seaweed farming in two Marine Protected Areas (MPAs) with different regimes.
- The different regimes produce different rules in recognizing customary rules on property right systems.
- Ignoring the customary practices leads to lower compliance and effectiveness of marine conservation management.
- Management of MPAs needs to promote both ecological and social inclusiveness.
