Abstract
⺠Legal dilemmas exist for protecting states with a verifiable link to UCH. ⺠Existing international conventions are insufficient. ⺠Domestic legislations on protecting states with a verifiable link may create jurisdiction conflicts. ⺠States are strongly encouraged to conclude bilateral or regional UCH treaties to protect themselves.
