Abstract
•Laboratory tests on intact and fractured rocks were gathered.•The strength of fractured cores increases with confinement and approaches that of intact rock.•GSI-based Hoek–Brown failure criterion underestimates the confined strength of fractured cores.•A high value of mb and a lower value of a provide a good fit to the strength of fractured cores.
