Abstract
It is found that without a gradual reduction of energy subsidies, the establishment of a mandatory energy efficiency retrofit program in Kuwaiti through implementation of basic energy efficiency measures and improved operating strategies for the existing building stock can provide significant economical and environmental benefits to Kuwait as well as the creation of significant job opportunities.
