Abstract

This article presents a comparative analysis of the criteria used in the awarding of the contracts and appointing a contractor in the public sector in selected EU countries. For the purpose of conducting the analysis thirteen EU countries were chosen, e.g. Poland, Germany, United Kingdom, France, Italy etc.The regulations in all analysed countries are based on and comply with the EU Directive 2004/18/EC which states that the Public Procurement process can be carried out by using two basic procedures: standard and special. In this paper two criteria used in standard procedures have been compared. The results of the comparison showed that the choice of procedures vary remarkably between the countries, and similarly the proportion of criteria used in the award process, where price and price with other non-price criteria are used. The results are illustrated on the diagrammatic maps.
