Abstract
Our approach is based on the assumption that preferences for distributions are moment dependent, i.e. characterized solely by their empirical moments, and that time moments of trips up to and including the fourth matter to utility. Transport project evaluation should not be concerned merely with Dupuit-like utility of new quantities at mean time cost, but also with Allais-inspired service reliability effects, including fast fill-ups of new highways and super-peaks on new or newly automated transit lines.
