Abstract
Within few years, health and rehabilitation have completely changed in relation with changes in technologies and social relationships. Evaluation has become an essential point in terms of health policy, and a daily concern for those professionals responsible for developing the quality of care. The concept of evaluation has evolved also, and has a specific role separate from the research field, which should be more developed. Research results are used to establish shared referentials. Human relationships are present throughout the rehabilitation therapy; therefore, evaluation is based on criteria that take into account both subjective and objective aspects of the patient's, therapists', and institution's projects. The political will of developing evaluation within the health system has resulted, in qualitative terms, in the creation of the ANAES (Agence nationale d'accréditation et d'évaluation en santé), a national agency for health evaluation, and in quantitative terms in the creation of the PMSI (Programme de médicalisation du système d'information) a program for the development of a medical information system; social services as well as patients and practitioners participate in evaluation practices. Improvement of the care quality depends on such multi-way evaluation which in turn depends on the practitioner competence in dealing with any singular clinical situation.
