Abstract
⺠Sizeable expenses distinct from the final bills, for which limited protection is afforded, are incurred in Philippine public hospitals. ⺠The PhilHealth health insurance scheme, despite a pro-poor enrollment program, provides inadequate support to indigents. ⺠Discounts at public hospitals, effectively subsidies, confer more financial protection for poor or very ill inpatients.
