Abstract
This introduction provides a synthesis of the three papers in this symposium and its conclusion focusing on the potential trade between the Central Asian countries and the EU and highlights the impediments to achieving this potential. We argue that institutions matter and that, given the current level of institutional and infrastructure development in Central Asia, government intervention is necessary to establish a viable economic partnership.
