Abstract
⺠We analyze a residential model with suburban use on municipal sewer and exurban use on septic. ⺠The difference between sewer versus septic production technologies is a fundamental reason for exurban leapfrog development. ⺠Sewer extension costs can significantly reduce the value of agricultural land in suburban use. ⺠The optimal exurban location is a tradeoff between lower land value and higher commute costs.
