Abstract
ⶠIncumbents behaved opportunistically and increased the growth of public health expenditures before elections in OECD countries. ⶠGovernment ideology did not influence the growth of public health expenditures. ⶠPolicy changed slightly in the aftermath of the fall of the Iron Curtain in 1990.
