Abstract
Historical statistics suggest that China's “one child” family-planning policy is exacerbating the risk of extinction for smaller ethnic groups. To mitigate the adverse consequences of this policy, the Chinese government must begin working now to understand and account for these risks and to offer a pragmatic policy for these groups based on sustainable birth rates.
