Abstract
⺠We develop a model of scarce, renewable resources to study the commons problem. ⺠We show that property rights can often be less efficient than a commons. ⺠We compare the tradeoff between congestion and underutilization of resources. ⺠We show that each effect can potentially dominate the other under certain conditions.
