Abstract
⺠We consider the aggregation of approval ballots into one collective approval ballot. ⺠We examine aggregation rules that are neutral, consistent and discerning. ⺠We show that these rules are not majoritarian. ⺠Instead, the mean number of votes received by the alternatives acts as a threshold. ⺠An alternative is (not) approved of if it receives more (fewer) votes than the mean.
