Abstract
⺠The paper examines the basic concepts and political motives in past negotiations. ⺠They reflect unresolved ideological differences about the role of the Parliament. ⺠There is no unique model which meets the requirements in the treaty.⺠Neither the AFCO nor the Cambridge model meets the requirement of degressivity. ⺠A model based on alpha proportionality could be a way forward.
