Abstract
⺠A mathematical analysis of degressive proportionality (DP) is presented. ⺠An application to allocation of seats in the European Parliament is given. ⺠A numerical method to find a DP apportionment is proposed. ⺠The minimum number of seats that each country should receive is determined.
