Abstract
⺠We formulate a rational choice model of popular behavior during an insurgency. ⺠Insurgents may increase popular support for the government via misplaced coercion. ⺠Insurgents should not take coercive action if they have little situational awareness. ⺠If the insurgents have perfect situational awareness, tipping points may occur.
