Abstract
We consider the model of peer ratings, where agents are requested to report preferences on the other agents and a social welfare function aggregates such preferences into a social preference. We focus on the class of social welfare functions called the generalized scoring rules and characterize the Borda rule as the unique generalized scoring rule satisfying the “Pareto principle”.
