Abstract
We analyze the fluctuations in the solar wind electric field and in the magnetospheric response to demonstrate the existence of algebraic tails of the corresponding distributions. It is shown that the fractional kinetic equation provides a suitable mathematical description of selfsimilarity of the probability distribution functions. Simulations of kinetic equations support the proposed phenomenological model.
