Abstract
For the first time, fluctuation electromagnetic force and heating rate of a small neutral polarizable particle moving with an arbitrary velocity V with respect to the c.m. of the equilibrium background radiation are calculated at RâªÎ»W, where R and λW are the particle radius and Wien wave length of the radiation.
