Abstract
This paper suggests an approach to specifying process in such a way that progress can be measured in terms of achievement rather than effort expended. The outcome of each process activity is specified in terms of the status of information items and the relationships between them. Pre-requisites to this approach are the presence of an overall information model, and the ability to manage this model and its instantiation in an information repository. A description is given of how the approach has been implemented for a requirements management process using the DOORS requirements management tool. The work was carried out as part of the EC funded Framework project, SUCSEDE.
