Abstract
⺠This paper provides an introduction to the debate on net neutrality. ⺠It also surveys the extant academic literature on this issue. ⺠A policy decision guideline for net neutrality regulation is derived. ⺠It is discussed how the debate extends to other parts of the Internet ecosystem.
