Abstract
⺠Roadmaps are used by governments to address technological transitions towards sustainability. ⺠The paper develops a framework for evaluating such 'transition roadmaps'. ⺠The framework is applied to a case study of hydrogen roadmaps. ⺠None of the transition roadmaps reviewed fully met all of the evaluation criteria. ⺠Improvements to roadmapping for transition management are suggested.
