Abstract
⺠Japan and South Korea have led and now China and India are showing the miracle of technological innovation governance. ⺠We need to adopt a managerial taxonomy of technological system components utilized by enterprises; ⺠We should promote public-private-partnerships for targeted specialization in emerging industries; ⺠We need to complement research-university-linked incubators with metropolis-based innovation hotspots; and ⺠We should mandate the application of a prioritized choice criteria function for technological innovation governance.
