Abstract
⺠A pair of exponent laws is derived by postulating local entropy maximization. ⺠A power law with an exponent equal to 1 is derived from global entropy maximization. ⺠The hierarchical scaling law implies Zipf's law. ⺠A certain scaling range of rank-size distribution is derived. ⺠Entropy maximizing suggests a balanced relationship between equity and efficiency.
