Abstract
⺠A gravity model of R&D offshoring between OECD countries using patenting data and focusing on the role of country attributes. ⺠Both the national scientific capacity of the home as well as the host country are found to play an independent role. ⺠Results also suggest that fiscal incentives influence the offshoring location decision.
