Abstract
⺠Policies in Australia and New Zealand to increase competition have led to the creation of electrical safety agencies. ⺠These agencies have been created in response to perceived market failures. ⺠There is a variance in agencies in terms of their independence and industry coverage. ⺠These agencies have been created at a time of falling fatalities.
