Abstract
⺠We use public data to estimate local building energy costs, benefits and greenhouse gas reductions. ⺠We use optimization to evaluate trade-offs between program objectives and capital constraints. ⺠Local energy market conditions significantly influence efficiency expectations. ⺠Different program objectives can lead to different effective investment strategies. ⺠We reflect on the implications of our results for efficiency program design.
