Abstract
This is the second of two articles examining regulatory implications of Voice over Internet Protocol services in both developing and developed countries. Issues arising in developed countries were the subject of an earlier paper ([2005] 21 CLSR 478–487). This article examines issues arising in developing country markets, particularly those where voice service competition is limited.
