Abstract
⺠We develop a novel model where terrorists being either strategic or nonstrategic. ⺠The attack probabilities of a strategic terrorist are endogenously determined. ⺠The attack probabilities of a non-strategic terrorist are exogenously provided. ⺠We find that game models are preferred in almost all cases.
