Abstract
⺠Health planners mean-, over-, or under -order vaccines with respect to forecasted demand. ⺠Three allocation mechanisms of PA, SN, or TN are widely used. ⺠Service level and fill rate expressions for all three allocation mechanisms are developed. ⺠Under certain conditions one of the allocation mechanisms outperforms the others. ⺠These conditions are determined by the health planner's choice of the performance measure.
