Abstract
												⺠Utility-based probability maximization (UPM) solves resource assignment problems. ⺠It can optimally assign targets to subprojects to meet an overall target. ⺠It can optimally assign budgets to sub-operations to meet overall budget constraints. ⺠UPM solutions dominate those of chance-constrained programming. ⺠UPM uses explicit risk tradeoffs that are independent of a problem's parameter values.
