Abstract
⺠We propose a risk-based framework to screen cargo containers for nuclear material. ⺠We examine the role of prescreening intelligence for enhancing screening. ⺠The impact of structured, threshold-based screening policies is examined. ⺠Threshold-based policies are simple, intuitive, and effective.
